    After a successful Constitutional Convention, this is my proposed, revised, Constitution of the Republic of Freedomia.

    The Constitution of the Republic
    Republic of Freedomia

    Section I:
    The Rights of the Citizens

    I(a)
    All citizens are entitled to freedom of religion. The government of the Republic of Freedomia may not prohibit or instate any religion. Nor may the government promote any religion. The government will not force the citizens to take part in any religion.

    I(b)
    All citizens of Freedomia are entitled to vote, and the voting age shall be determined by the Senate as a Public Law.

    I(c)
    No citizen shall be enslaved by any entity whatsoever. Furthermore, any slave who enters the Republic in any way is declared free, provided entry is not illegal or dangerous to the Republic.

    I(d)
    All citizens are entitled to a fair trial in court by a jury of their peers comprising of at least 10 members.

    I(e)
    No member of the armed forces may quarter in one's home or place of business without express permission of the owner.

    I(f)
    All citizens are entitled to the right of self-defense.

    I(g)
    All citizens are entitled to freedom of speech, and furthermore freedom of the press.

    I(h)
    No citizen shall be forced to answer any question that he or she does not wish to discloses. However, see Section V(g)(1)

    I(i)
    Cruel or unusual punishment will not be inflicted, nor excessive bails imposed, nor fines given that are far beyond the fined person's monetary possessions.

    I(j)
    All citizens shall have the right to peacefully assemble.

    I(k)
    The right of protest, an aspect of freedom of speech, will not be infringed.

    I(l)
    The need for a well-trained militia defense force, for the security and defense of a free state, will not be infringed.

    I(m)
    The Senate will determine the legality of the death penalty.

    I(n)
    Anyone tried in court may make an appeal to the Senate, however, the Senate is not obliged to grant the appeal. Furthermore, if it is a territorial court in which one is tried, an appeal to the Empiral Court can and should be made.

    I(o)
    Citizens shall be protected from eminent domain.



    Section II:
    Executive

    II(a) (1)
    Executive Power shall be vested in an Emperor or Empress, depending on gender, who will have the following powers. Furthermore, the title, 'Imperial Executive' may be used as an alternative, for the sake of having to write, say, (etc) Emperor/Empress many times.

    II(a)(2) Imperial Decrees
    The Emperor or Empress may issue Imperial Decrees, which must be signed and available for public viewing unless confidential.
    ---Grant pardons
    ---Enter into alliances with other nations, and sign treaties regarding commerce and foreign trade.
    ---Vote in the Senate.
    ---Preside over the Senate
    ---Appoint Government Executives (below)
    ---Declare a national or territorial state-of-emergency
    ---Call in military forces to deal with a crisis
    ---Declare martial-law in a certain area if needed to quell severe issues.
    ---Appoint an Advisory Council, which will give advice and counsel to the Emperor or Empress.
    ---Grant titles of nobility and peerages
    ---Present the honorary titles of Lord/Lady Protector of the Republic, and Lord/Lady Sterward of the Republic.
    ---Appoint at least five (5) Senators to the Senate, the legislature of the Republic.
    ---Excercise complete administrative rights over the Capital Territory of Freedomia.
    ---Optionally appoint a Regent (below)
    ---The Imperial Leader may establish Imperial Colonies, which may not interfere with the claims of other territories. These are under the direct administration of the Emperor.
    ---Appoint a Sergeant-at-Arms in the Senate to preserve order

    III(b)(1)
    Should the Emperor or Empress become unfit for duty, the Prime Minister shall become the Imperial Executive temporarily. If the Imperial Executive is permanently unable to serve, the Prime Minister will hold the office until the next election occurs.

    II(b)(2)
    The Emperor or Empress is required to appoint all the Executives during the first 30 days of his or her term.

    II(b)(3)
    Any treaties or diplomatic agreements signed by the Emperor/Empress must not violate the Constitution or do anything that would negatively affect the Republic.

    III(b)(4)
    As an alternate to the Prime Minister stepping in during the absense of the Imperial Executive is Regent, who is an optional appointment.

    III(b)(5)
    The minimum age to hold the title 'Emperor/Empress of Freedomia' is thirteen years old.

    II(b)(6)
    The spouse of the Emperor would be the Empress, and the spouse of the Empress the Emperor. However, only the one elected to the position has the Executive authority. The spouse has merely honorary title.

    Section III:
    Government Executives

    III(a)
    Executives are the highest ranked government officials in the Republic. All five Executives are appointed by the Imperial Executive. They are as follows, President, Prime Minister, Supreme Commander, Chancellor-Judge, and Lord/Lady Chancellor.

    III(b)
    The President shall handle matters of Internal Affairs.

    III(c)
    The Prime Minister shall step in for other government officials in their absense, serve as the assistant of the President, and assist the Emperor in diplomatic matters.

    III(d)
    The Chancellor-Judge shall handle all judicial operations, and head the Freedomian Empiral Court, the supreme court of the Republic.

    III(e)
    The Supreme Commander shall head the Freedomian Armed Forces (FAF) and all military operations.

    III(f)
    The Lord/Lady Chancellor will head all matters of nobility affairs.

    III(g)
    Executives may create offices that pertain to their task or branch of government, and appoint heads of these offices. This will help prevent micromanagement.

    Section IV:
    Legislative Government

    IV(a)
    Legislative power shall be vested in an Imperial Senate of Freedomia. As stated above, it will be presided and appointed by the Emperor.

    IV(b)
    The Senate may overturn pardons, interfere with the appointment/removal of Executives, declare war, enter into diplomacy, write and propose legislation for voting, overturn Chancellor-Judge decisions, present titles of nobility, admit new territories, create peerages, present titles of knighthood, pass public laws, chose which organizations the Republic will be affiliated and hold membership in, permit the dissolution of territories through vote, change the government type in a municipality, overturn decisions made in an Imperial Colony, design and approve the F.AF command structure, decide the powers of governors and territorial leaders, create and approve court orders, and serve the citizens to the best of its abilities.

    IV(c)
    The Senate shall remain in accordance with the Constitution and do nothing that violates it.

    IV(d)
    The Senate may not make territorial adjustments to any territory, including consolidations, territorial transfer, etc, without the express permission of the designated Territorial Leader(s) or Territorial assemblies.

    IV(e)
    The Senate may not remove its own members, as the Imperial Executive appoints them.

    IV(e)
    Territories will recieve representation through a Senate Territorial Liaison Office.

    IV(f)
    A majority vote is required for an Act to be passed.

    IV(e)
    The voting period of legislation will be determined by the Senate.

    IV(f)
    At least two-thirds of the Senate must be present for a meeting to occur.

    IV(g)
    All Senators, and the Chair, shall be entitled only one vote in the Senate.

    IV(h)
    If the Senate votes on an Act or motion but the result is a tie, the Chair will vote and break the tie.

    IV(i)
    A Senator who is unable to attend a session of the Senate may appoint someone to step in for him or her, but not anyone who is already a Senator.

    Section V:
    Judicial Government

    V(a) (1)
    Judicial power shall be vested in the Chancellor-Judge.

    V(a)(2)
    The Chancellor-Judge shall head the Freedomian Empiral Court, which shall be located in the capital territory of the Republic, and the justice system as a whole.

    V(b) (1)
    The Chancellor-Judge, should he or she see fit, may overturn any piece of legislation by the Senate that would be considered unconstitutional. A jury must be present at all times during the decision to overturn a piece of legislation, and the jury and Chancellor-Judge shall, together, vote to overturn a piece of legislation.

    V(c) (1)
    The jury of the Empiral Court shall consist of ten members appointed by the Chancellor-Judge.

    V(d) (1)
    The Chancellor-Judge shall have the power to establish territorial courts in territories.

    V(e) (1)
    The Chancellor-Judge shall remain in accordance with the Constitution.

    V(f) (1)
    The Chancellor-Judge may issue Court Orders, which are created and approved by the Senate.

    V(g) (1)
    The Chancellor-Judge may order for a question to be answered, regardless of Section I(h) (1).

    V(h) (1)
    Territorial Courts will have at least ten members of the jury, appointed by the judge of the territorial court, and abide by Freedomian Laws at all times.

    Section VI:
    Territories

    VI(a) (1)
    Freedomia shall be divided into seperate territories.

    VI(b) (1)
    Territories may be either a Province, Monarchy, Peerage, or Imperial Colony.


    VI(b)(2)
    A Province is a democracy, and the citizens of the Province elect a governor--the leader--during each national election.

    VI(b)(3)
    A Monarchy does not hold elections for the leader of it. The leader of this kind of territory will rule for life or until resignation, and will choose the successor.

    VI(b)(4)
    A peerage is described in later sections.

    VI(b) (5) (a)
    An Imperial Colony is established by the Imperial Executive (Emperor/Empress). These are colonies under the direct authority of the I.E however subject to taxes, Freedomian laws, and the Constitution. The Senate may propose to make one of these colonies a territory as well.

    VI(b) (5) (b)
    This special type of territory is also under the jurisdiction of the Senate. All decisions made by the I.E within these colonies can be overridden with a passing vote in the Senate.

    VI(c) (1)
    If a territory chooses to have municipalities, it may, by decision of the Territorial Leader.

    VI(d) (1)
    No territory may create an armed forces, enter into diplomtaic relations, declare war, secede from the Republic without Senate approval, dissolve without Senate approval, or mint currency.

    VI(e) (1)
    A change in the type of government of a territory may be undergone with a majority vote of the citizens of the territory. A change in the government type may occur one time in between each nationwide election.

    VI(f) (1)
    Territorial Leaders may be removed from office by a majority vote of the citizens of the territry.

    VI(g) (1)
    Freedomia shall have at least three territories at all times.

    VI(h) (1)
    The capital territory may never secede from the Republic.

    Section VII
    Inclusion of New Territories

    VII(a) (1)
    The Senate shall approve the admittance of any new Territory in the Republic.

    VII(b) (1)
    Every Territory willing to join the Republic shall do the following:

    VII(b) (1)(a)
    Cede its territorial claims - which will form the new Territory - to the Republic;

    VII(b) (1)(b)
    Swear loyalty and respect to the Freedomian State and its institutions, and the Constitution;

    VII(b) (1)(c)
    Adopt the Freedomian Burgin as only official currency;

    VII(b) (1)(d)
    Choose a type of government, in accordance with Section VI(b) of this Constitution;

    VII(b)(5)
    Modify its Constitution, in case the prospective Territory had one, and it was in conflict with the Freedomian Constitution.

    Section VIII:
    Nobility Commitee

    VIII(a)
    The Nobility Committee shall be the governmental body which governs the nobility system of the Republic.

    VIII(b)
    The Nobility Committee shall be headed by a Lord/Lady Chancellor, a government executive.

    VIII(c)
    The Nobility Committee shall write and approve a Nobility Doctrine, the set of guidelines for peerages, houses, titles, etc.

    VIII(d)
    The Lord/Lady Chancellor will:
    ---Appoint members to the Committee
    ---Preside over Committee sessions
    ---Grant noble titles
    ---Vote in the Committee, and recieve an additional vote in the event of a tie.
    ---Appoint a minimum of four members to the Committee to ensure fairness.

    VIII(e)
    If the Committee has ten or less members, all members must be present for a session to be held.

    VIII(f)
    The Nobility Doctrine and all decisions made by the Committee must remain in accordance with this Constitution and Freedomian law.

    Section IX:
    Military

    IX(a)
    The Freedomian Military shall be known as the Freedomian Armed Forces (F.A.F).

    IX(b)
    The F.A.F shall be led by a Supreme Commander.

    IX(c)
    The F.A.F system of rankings will be designated by the Supreme Commander.

    IX(d)
    The F.A.F command structure will be designated by the Imperial Senate.

    Section X
    General Elections

    IX(a)
    All government positions available for election in the Republic, including territorial, municipal, and all other government posts, shall be elected at the same time every two years.

    IX(b)
    All individuals who hold offices may run for as many additional terms as they desire.

    IX(c)
    The General Elections shall take place on the 1st of November every two years.

    IX(d)
    The minimum age of running for any governmental position is 13 years.

    Section XI:
    Municipal Governments

    XI(a)
    Territories of the Republic, are indeed permitted to establish their own municipalities, also known as cities.

    XI(b)
    Municipalities may be any of the following types of Government:

    XI(b)(2)
    Democracies
    Republics
    Monarchies

    XI(b)(3)
    Expounding from the third option, monarchies, the following monarchical-style governments are permitted.

    Note for XI(b)(3)
    The Senate may freely add new types of monarchical governments to the below list.

    XI(b)(4)
    Barony
    Caesarship
    Kingdom
    Barony
    Duchy
    Grand Duchy
    Viceroyalty
    Principality

    XI(c)
    A city is headed by a mayor who is appointed by the Territorial Leader.

    XI(d)
    The changing of government-types in a city can be done only by decision of the Senate.

    XI(e)
    'Mayor' is the official term of the leader of a municipality, however, the term in conjunction with the aforementioned (listed) government type may also be used.

    XI(e)(2)
    E.g: Barony: Baron, Baroness
    E.g: Kingdom: King, Queen

    XI(f)
    Cities are not permitted to create military forces (although police forces are permitted), mint currency, establish courts (all courts are either the Empiral Court or the Territorial Court[s]). Cities may not punish their citizens and distribute verdicts similar to those of courts, may not secede from their assigned territory or the Republic, nor may they participate in diplomacy, do anything territories are not allowed to do, etc. City constitutions must be approved by the Territorial Leader, and must be examined by the Senate and remain in conjunction with this Constitution.

    Section XII:
    General Principles

    XII(a)
    The Republic of Freedomia intends to create a society of prosperity, well-maintained environment, and Freedom, Peace, and Order.

    XII(b)
    The official name shall be, unchanged, “The Republic of Freedomia”.

    XII(c)
    A census must be taken every ten years.

    Section XIII:
    Suspension of Constitution, amendments; repealing

    XIII(a)
    This Constitution may not be suspended in part or in whole by neither the Senate nor any other entity, political, social, et cetera.

    XIII(b)
    The Constitution may be amended by a majority vote in the Senate, but amendments can be repealed, whereas the organs of the original constitution shall not.

    XIII(c)
    A Constitutional Amendment is not added to a separate amendments section, but rather added to the respective section that pertains to it. It must be labeled that it is a Constitutional Amendment for future reference.

    Section XIV:
    Schedule

    XIV(a)
    January 5th: Taxes
    November 1st: Elections
    December 31sT: Paychecks for government officials

    Section XV:
    Commonwealth of Freedomia

    XV(a)
    The Commonwealth of Freedomia shall be an organization of Freedomian-aligned nations.

    XV(b)
    This Commonwealth shall be under the jurisdiction of the Senate at all times.

    XV(c)
    Member-states will be permitted to use the Burgin as their official currency as well as integrating their military forces into the F.A.F

    Section XVI:
    National Capital

    Section XIV:
    National Capital

    XIV(a)
    The National Capital of Freedomia shall be located wherever the Senate of Freedomia decides.

    XIV(b)
    The National Capital must consist of (a) Imperial residences (b) Senate chambers (c) Empiral Court (d) Executive and Government Offices (e) Headquarters of the National Bank (f) At least one Senate-approved monument (g) Headquarters of the Commonwealth.

    Section XV:
    Economy

    XV(a)
    The official currency of the Republic shall be the Freedomian Burgin.

    XV(b)
    The National Bank of Freedomia shall be the central bank of the Republic.
