1. A Constitutional Convention shall be created in order to review and amend the National Constitution.
2. The members of the Convention shall be appointed by the Emperor, without a limit number.
3. The Emperor shall be the head of the Convention. His functions shall be:
a. taking part in the discussions but also moderating them;
b. giving the Convention a specific period of time to work;
c. Pre-approving the reviewed version of the National Constitution.
4. Once the necessary amendments are done, the Senate shall approve or reject the reviewed Constitution.
5. If the Constitution is rejected, the Senate shall give its reasons. Afterwards, the points in dispute shall be discussed in the Senate.
Gentlemen, having noticed the need to make some amendments to the National Constitution, I propose the Emperor to call a Constitutional Convention to reform it. The Convention shall make all the necessary amendments to the Constitution, instead of voting on a number of new Acts to make little corrections or additions to it.
