2. And noting that Concordia has no current residents;

3. I hereby appoint Connor Head to the position as Mayor of Concordia.

4. I further grant Connor Head full citizenship in the Republic in accordance with the Constitution.

5. I further appoint Connor Head to the Senate of Freedomia.
