Provincial Decree #4

1. The District of Base Isherwood shall become a city, and shall be called Isherwood City.
2. Isherwood City shall become the capital city of the Province of Gerenia.
3. The flag of the city shall remain the same, but a coat of arms shall be created.
4. The Governor of the Province of Gerenia shall appoint the Mayor of Isherwood City.
5. I appoint myself as Provisional Mayor of Isherwood City, until someone fitter for such post is found.
