College of Heraldry Act

The Colledge of Heraldry will be in charge of assigning noble titles and coat of arms to nobles and will be headed by the Earl Marshall of Freedomia.

Anyway, I support this bill under two conditions:

(a) The College of Heraldry is non-governmental (not run by government)

(b) The Senate can also issue noble titles if they want to. So essentially both entities, the Senate and College can aboth grant titles/CoA.

If you accept the terms as proposed above, I will support.
